It is intended for anyone who knows Place Value and Fractions. It should be studied only after those two topics have been mastered since Decimal Fractions are an extension of the Place Value system into Fractions.

Q: My Child doesn't know percentages, can you help me with that?
While a book on Percentages is forth coming, the bases for Percentages are Fractions and Decimal Fractions. Make sure your child knows those well before doing Percentages. But if s/he knows those well, then Percentages are easy.
